user access to windows and android applications

Dear support team
I realized today I cannot use one and the same registration on both Windows and Android devices?
What is the reason the windows application not to recognize my android account?
I have tried but without success.
Please advice how to proceed further so to use one and the same phone on my desktop and android devices.
