How come I hear a fast dial tone when I pick up the phone?

How come I hear a fast dial tone when I pick up the phone?

Just got my home number port forwarded today and got it working...but when I pick up the phone I hear a fast dial tone for about 2 seconds and then it goes normal with the typical long dial tone. An idea what is causing this?

I checked the PAP2T maual and its says this:
2. When I make a telephone call, the call doesn’t go through; instead, I hear a fast busy signal....

Before you set up port forwarding on your router, change two of the Phone Adapter’s settings using its
Interactive Voice Response Menu. First, disable its DHCP feature, then assign a static IP address to the
Phone Adapter. See “Chapter 4: Using the Interactive Voice Response Menu” for instructions.

It's said that you have unchecked voicemail when you get a fast dial tone. After retrieving your voicemail, your dial tone goes normal.

Correct me if I'm wrong.

I had 4 VM after people trying to frantically call us because our newly ported number wasn't connected...

Was this rectified? All porting is done around 10:30 - 12am depending on how many phone numbers are to be provisioned that day.

Not sure what was to be rectified...but the phone is working now normally (well wife hasn't called me yet to complain). I called my ISP today and they will begin the dry loop installation but it will take 4 to 5 business days, then I can finally cancel Bell.
