I want my incoming calls to ring both my Obi 202 (which is my current Sip User Agent) and CSipSimple. I am able to have both registered at the same time, however, I am not able to have the Obi ring at the same time as CSipSimple on my Android. It's always one or the other.
Can I have multiple SIP User Agents? If so, I am assuming that Freephoneline has to change this on their end? I can't change any of the settings when I log in to freephoneline.ca Someone please help me so I can ring both the Obi 202 and CSipSimple on my Android at the same time!

No, you can only have one device registered at a time otherwise, as you have found, only one device will ring -if any.
If you want to register more than one device you will have to use something like pbxes.org, set up your own PBX, or set up another account and get the first account to ring simultaneously on both account.

It will be more involved in what I could possibly put here, but I can certainly give you some guides to follow.
With PBXES.org
You will create an account with them, and then register your FPL account as a trunk. Next you will register your ATA and SIP phone as extensions. You will need to set up call routing as well, but that is part of setting things up. This way calls will come into pbxes, and then it will ring your extensions (registered devices). They have a free account option that will allow you to try all this for free and see if it is right for you. You will basically be setting up a virtual PBX machine. I believe the free account with them has restrictions (call time limits?), so go through what you get as a paid account might be better for your needs. Also you are using a 3rd party, so it is another chain that might cause problems. There are a lot of FPL people who already use them and after the bump we had a little while back, I believe it is all running smoothly again.
With a PBX
This is pretty much the same as above, but you will have the PBX set up at your house on a spare computer. It can be a bit tricky to get the devices that not on the local network to connect, but not impossible my any means. Again there are lots of people that run different types of PBXs here, I have been running them for years now. It is more flexible in what you can do compared to pbxes.org, but you have to do all the work, and run it on a computer of course.
With a second account
If you do it via FPL, then you would have to buy another Config File. Set one up on your ATA and one on your Phone. The in the online admin section of FPL set up simultaneous ringing and add in the second number on the first numbers account. This way when a call comes into your first number, both devices will ring. This has the disadvantage of when you call out from your second number, it will show that as your caller ID.
If you want another similar way, then set up a free Fongo account on your phone, and then set it up as above. This way you don't have to buy another config file, and you have the benefit of being able to text other people (text package needed for non Fongo numbers) for pretty cheap.

YES!!!
I did what you said about Fongo:
1. Downloaded the Fongo app on my Android, registered, and got a phone number.

I tested it by calling out through Google Voice and called my Freephoneline number. My Android and my Obi 202 rang! Yay! I also called out on my Android and it worked great.

I think the only thing I don't like is that there is no (apparent) native dialer integration for the Android Fongo App.

Unfortunately non of the solutions is really what you wanted, so there has to be a little give.
The Fongo app is very good though, especially as you can add 6 months of unlimited texts for $10.
