New paying local number

New paying local number
Hello,
I've switch completely to Fongo mobile in April and had never any problemes with free local phone numbers in the Québec area codes (418 & 581). A friend of mine recently (about 2 weeks ago) got a new cell phone number in the Quebec city 581 area code. It seems now that his new cell phone number, even though it is a local number, is registered by Fongo has a paying phone number (0,02$/min + 0,04$ connection fee).
Is it to anyone's knowledge that this is normal, and is it something that could affect future new local cell phone subscribers (ie: new local, normaly free, cell numbers could be more and more registered as paying phone numbers) ?
My fear is that the traditionnal cell phone carriers might have activated something to stop new local cell phone numbers from being free to Fongo users. Or perhaps Fongo has activated something to get the same effect ?

There is quite a few 581 numbers that are free. What are the next 3 numbers?
It has been mentioned before that numbers in Quebec (Montreal in particular) don't seem to follow any hard and fast rule, but if the number is actually located in a town that is marked as being free they should cover it, although as I said, Montreal seems to break the rules a little bit there. Victoria BC seems to be a bit hit and miss also. I think it has to do with what is considered Montreal, and what is actually Montreal and not a sub area differs.
If you say what his next 3 numbers are then I could tell you a bit more.

All of my other quebec city friends with 581 and 418, mostly at least 2 years old numbers are free to me.

581-307 is free, and that is on the same exchange as 581-305 so I don't see why it won't be added as a free call area. It's also listed up a Quebec, but is in their free calling cities.

581-307 is free, and that is on the same exchange as 581-305 so I don't see why it won't be added as a free call area. It's also listed up a Quebec, but is in their free calling cities.

Confirmed from my side.
I was able to call the 581-305 number for free but it still shows as a paying number with connection fees when found on my contact list.
I guess it might take some time to get trought

The changes were done a few hours ago. You can start calling with no issue and no charge.
The message with "connection fee" will go away in 24-48 hours
