Free Incoming text message is not working: Short Codes

Hi,

I found that sometimes the free incoming text messages is not working properly, especially for those from Short Codes, e.g. CIBC wants to verify my SMS mobile phone# by sending a verification code to my Fongo#, but I never receive it, Fongo is running in the background on my phone. so Is the free incoming text message working with Short codes? or I'm forced to buy the add-on in order to make it works?
