Choppy incoming voice quality

Choppy incoming voice quality
I'm running the freephoneline.ca on a 3CXserver. When I make calls internally to the 3cxserver from phone to phone, or phone to voicemail, everything is great. When people either call me, or I call someone else, the voice quality THEY hear is great, the voice quality I hear is very choppy. Is anyone else having this issue right now?

To follow up, I signed up for VoIP.ms to test, and it works perfectly, crystal clear. When I moved back to freephoneline.ca, I had the issues. People said I sound crystal clear, but it's horribly choppy, like a ton of packets were being dropped. It didn't matter if I changed the registration server from vop.freephoneline.ca to voip2.freephoneline.ca. I get the choppiness on incomming and outgoing calls, but it's one way choppiness. Since the issue didn't seem to be with my internet and router setup because the VoIP.ms service worked perfectly, I can only conclude there's an issue for western canada and freephoneline.ca. No other issues out there?
