I just want to use my phone's voice message. How do I disable FPL's voice message?
Esp. as I am in call, I don't want FPL play the voice"The person you are trying to reach is not available. Please .....".
I just want the busy sound like BELL. Is this possible?

Unfortunately not. FPL make money from calls that go to voicemail, so it is very unlikely it will change. The only thing you can do is set the highest ring time in the admin settings.

They get what is called a 'termination fee' from the company that the person that makes the incoming call from. So if Joe makes a call to Bob from his Bell phone, then Bell will have to pay Fongo a small termination fee if Bob picks up the phone. If Bob just lets it ring and doesn't pick the phone up, Bell doesn't pay anything. Because Fongo makes the answer phone kick in, then because the call is 'answered' then Bell has to pay.
I have no idea how much the termination fee is, but I expect it is very, very small. But if you add up all those very small amounts it probably helps with the bottom line, and will also help to pay the termination fees that Fongo has to pay when we make outgoing calls that are not in network.
It's slightly underhanded I guess, but certainly nothing illegal.
