This may be related to Fongo's headaches, I just received the email on my gmail account from DCI Telecom.

Also not getting incoming calls. People who try are saying the get a "number not in service" message. Outgoing calls still work.

Update from DCI Telecom - DCI is my mobile provider
"This outage does not affect Direct Access outbound calls, toll-free
incoming, and U.S. or overseas incoming calls.
The initial report of a Bell equipment failure has been revised.
According to the newest reports a construction crew has drilled through
a major Bell Canada underground fiber cable. The Fiber cut is severe and
adjacent to Bell's main Point of Interconnect (the Adelaide street
Central office in Toronto). At this time Bell Canada is rerouting
emergency links only (911, emergency response, some government lines,
etc.) and they are actually taking down working circuits to make room
for the emergency paths.
We have checked with our carrier on rerouting and they said that they
don't have an option at the moment, but they have been calling Bell for
updates every 15 minutes. The latest update says that Bell Canada has
began splicing work on the severed fiber cables and services will be
restored gradually. Projected ETR is Saturday afternoon and remains
unchanged.

I think both Fongo's network status display and DCI's emails are excellent examples of good customer service. Wordline should listen.
As I side note; if anyone is interested in cheap, basic mobile service (phone and text) should look up DCI Telcom's website.
