I already have 1 freephoneline account and 1 phone number on it, and also purchased "unlock key" for this number.
My question is: can I have multiple (additional) phone numbers registered on my name?

yes, having more than one number is perfectly fine. In fact to use all of Fongo's services you HAVE to have more than one number.
You will need a different email address however as this is used as your login details.

I need to create a new account with a new email (but with same mailing address - for 911) and choose a phone number for this new account.

You can only have one number assign to an account (at the moment). There is a 'Coming ..' thing on their website saying that for a fee we will be able to add other incoming numbers, but Coming 2012 changed to Coming 2013. I think I know what it will be changed to next.... (http://www.freephoneline.ca/optionalServices)
So yes, you will need to set up a completely new account, with new details, although you can still use your existing address of course. In fact you have to otherwise they might suspend your account if they find your 911 details not to be correct.
If you are looking to have an additional incoming number only, then what you can do is set up the new account and then forward that number to your existing one. This comes in handy if you have family and friends in Ottawa and Toronto for example. This way you will have 'local' numbers for each of them. The downside is your outgoing calls will always have the same number.
You can only forward one number to another number, so you can't have numbers in Vancouver and Toronto forwarding to your Ottawa number, but what you can do is daisy chain them; so forward your Vancouver number to Toronto and then your Toronto number to your Ottawa number. (city names are obviously just an example to illustrate a point).

I was asking about the second number because I am thinking to use the second number as VoiceMail for my cell phone (chat-r wireless).
My plan on chat-r (the cheapest) does not permit to listen to my voice mail for free, so I need to pay for every listened voice mail. I disabled voice mail on chat-r.
And I am planning to setup a forward call number on chat-r after X number of rings. That number could be FPL number.
But the thing is that this new second number will NOT be online (with software app or with VOIP adapter), it will have a role to receive voice messages and stock them and send to email.
Is there a risk that this second account could be deleted because it is not online?
What do you think about such a plan I described?

As you will be forwarding your calls if you don't pick up on your cell, just make sure you will not be charged for that call as it could become costly.
FPL requires that the account has an incoming or outgoing call at least once in a 3 rolling month period. That's not every 3 months, as when you get a call it will start that 3 month period over again. They will email you if it is likely to get suspended, or to be on the safe side you could always buy the unlock key which will mean it never get's suspended.
If you are using it for this, then you might want to look at the Fongo mobile app instead. That offers free visual voicemail and the ability to receive text messages for free. For $9.99 you can also send unlimited texts for 6 months.
