I just got my number ported. Made the changes on the USERID. I am able to make phone calls to some phones. If somebody calls me from a freephoneline number I receive the call, If anybody else calls me the call goes directly to voice mail. The follow me setting are set to never.

if I set "Use preferred codec only: yes", I could NOT dial 416-477-2010(customer service). Always busy line. But don't have problem to dial other numbers (ex. online banking)

Generally speaking people are told to set "preferred codec only" to no.
In fact if you read your SIP Settings file:
Use Preferred Codec: G729a
Use Preferred Codec Only: No
Essentially not every connection made will be able to support G729a codec, those that can will (because it's preferred.) But you would like to allow it open to negotiate another codec/protocol should that be necessary to allow the connection to succeed.
