Inconsistent dialing

I have a linksys pap2 ata that is working fine with fpl. It dials all numbers as expected and has been for several years.

I have another linksys pap2 that I am configuring for a friend who purchased the unlock key from fpl. It works fine except for inconsistent dialing. IT allows dialing in the 289 area code without problem. However, the 905 area code cannot be dialed and the 705 area code works occasionally but not reliably.

Is there something in the dial plan on fpl's end that would cause this behavior? Or what am I missing...?

Have you copied and pasted the dial plan from one device to the other?

Here is the dial plan I am using:
(911|[2-9]xxxxxxxxxS0|1xxx[2-9]xxxxxxS0|011xxxxxxxxxxxx.|98*|[6-7]x*xxxxxxxxxxx.)
