If I have not subscribed to Unlimited Text plan, can I still send SMS text msg out and what is the charge per msg?

They only offer packages starting at $1.99 a month. You can always receive text messages, and send free text messages to other Fongo app numbers, but outside the network you will need a package.
The rates are hard to beat, unless you like watching/listening to ads.
