My dial plan is set up as follows:
(911S0|<311:5148720311>S0|<411:18005551212>S0|<511:18883550511>S0|<811:18003613977>S0|x11S0|*xxS0|[2-9]xxxxxxxxxS0|1xxxxxxxxxxS0|011xxxxxxxxxxxx.|1900x.!|1976x.!)
I am trying to call London, England, and as soon as I call "011 44..." I get interrupted with a message from FPL saying "This call if not covered by your tariff plan"
Am I doing something wrong, or is there a problem with my account setup?
I can call the USA fine, and I havE $16.38 in remaining credit.

Can you try removing this from your dial plan and try again? I believe it is dialing out when you dial 011

Hmmm. Good point. Big miss on my part. I seem to now get a slow busy signal. This might be an issue with the other party being on the line .... But then again, I am not seeing the number in my FPL call log (even the 4 cent connection fee). Not sure if this is normal?

The suggested dial plan they give should be able to dial international numbers, so maybe replace the one you have now to test. This way you will know if you need to look at your dial plan or not.
I do not use Fongo to call back to the UK, but do you need to use the 011 part? have you just tried just 4420(3/7/8)......
