Hearing Ringtones but phone didn't ringing.

Hi,


I found a weird problem, when dial for my cellphone use +1780680XXXX or 1780680XXXX I can hear the ringtones but my cell phone did not ring. It only works on dial with 780680XXXX.

And I try to dial my friend's phone with leading +1 or 1 and it works fine.


Is someone know what a scenario is?
