I just bought a unlock key and a LinkSys phone adapter. I configured according to the guide. It works fine with incoming calls.
But when I tried to dial out, it didn't work. The first 4 digits dialed ok; starting from 5th digit, it sounds like "line busy". Never connected.

That sounds like a dial plan issue. Double check that.
If it looks right, post the name of the ATA you have and the dial plan you are using here.

I use LinkSys Internet Phone Adapter. The dial plan is
(911|[2-9]xxxxxxxxx|1xxxxxxxxxx|011xxxxxxxxxxxx.|*98|[6-7]x*xxxxxxxxxxx.)
which is Recommended Linksys Dial String from freephoneline.ca (from my FPL account setting).

Correction on my original post: to be exact, the "busy line" tone starts after I dial the first 7 digits.

Looks like an issue with your phone. It might have programmed an area code into it.
Try with another phone...
