No SIP device registered, how can I get rings?

No SIP device registered, how can I get rings?
I purchased an unlock key, connected a device, and all is good. The only real problem I'm having is when there's no SIP device connected, and when someone calls, there's silence instead of rings until it reaches voicemail. Is there any way the caller hears rings even when no device is connected? The main reason is when there's silence, people will just hang up assuming something is wrong.
