I purchased the unlock key a few years ago and it is been good till last weekend. I kept getting "This call is not covered by your tariff plan" for outbound call. incoming call is working though
ATA is OBI100 and router is Rogers HITRON CGN3. But no device or configuration changed when the problem happened
SIP server is voip2.freephoneline.ca at 5060, has tried changing to vip4.freephoneline.ca at 6060, problem remains.
One obvious difference is now after dial button is pressed, the dial tone seems to be very quick and mixed up together. I dialed a 613xxxxxxx phone number, so after the "tariff" message, I get the following
"the number you just dialed 6 is rejected by your service provider....."
So it seems only 6 was dialed out. I am not sure why this happened.
ATA showes SIP registered just fine.

If you used the Obitalk web portal (http://www.obitalk.com) to configure your ATA, keep in mind that you must continue using it to configure your ATA. Otherwise whatever settings you change will eventually be overwritten by what you previously entered at obitalk.com anyway.[/b] If you wish to disable this behaviour, dial ***1. Enter the IP address you hear into a web browser. Navigate to System Management-->OBiTalk Provisioning-->select Disabled for the method. Save. Reboot ATA. Now obitalk.com won't overwrite whatever changes you make via the device's interface (via IP address).
Pick one method (obitalk.com) or the other (IP address of device) for changing device settings. But do not use both methods.

2. Visit http://thetestcall.blogspot.ca/. This is a pretty great and free service! You can call either the 416 or 250 numbers for free. Dial #. And then choose one of the options from 1 to 9. There’s a free echo test, DTMF test (check to make sure all your touchtone keys are recognized), Caller ID readback, etc.
If you just want an echo test, Freephoneline does provide one at (226)244-4444.

If you still can't call 613 area codes (but can call everything else), submit a ticket at https://support.fongo.com/hc/en-us/requests/new.
Make sure that it's just specific phone numbers that you can't call--as opposed to all phone numbers--before submitting a ticket.
Select "my account inquiry" for the final issue type. Provide them with the full phone number you're trying to dial.

If you're using Obitalk.com, disable the 7 digit dialing option.
Do not dial only 7 digits with this digitmap. Dial the full phone number including area code. Same issue?
That error is coming from the ATA. The error in the subject heading comes from FPL.I got the message "there is no call route to complete your call"
You should be able to check past calls that you’ve dialed in your ATA’s call log under Status—>call history.I can not call any number including local or international number
Try a different phone and check all phone cords.
After, I would reset your phone port's digitmap and outboundcallroute back to factory defaults.

At default settings (1xxxxxxxxxx|011XX.S3|[2-9]xxxxxxxxx|*98|[2-9]11) works.
If the issue isn't with your phone not dialing properly (or the ATA's phone port suddenly developing a defect), then the issue involves your dialplan, which is affected first by your Phone Port's digitmap and outboundcallroute--and lastly by your ITSP Profile's digitmap for FPL. There's something messed up involving your Phone Port's outboundcallroute or digitmap.
