Quebec city new area code

My friend just bought a new cell phone from Koodo, with the new area code of Quebec city (581) 997-xxxx, when i try to call him with my FPL, i get the message "Not enough credits".

Hm, can you please PM me your number and the number of the person you are trying to call? I'll see what's going on here - I wonder if the new exchange still isn't setup properly somewhere with our routing.

i PMed the numbers,
Another friend bought at the same time a cell from Koodo, but with WNP, he conserved his old cell number, this is one is working fine.
