What is the model of your ATA, wireless router, etc.

Using a Linksys PAP. Hard wired. Router is a DLINK DIR655. Now when someone calls, the phone will ring and caller ID will pop up a number, but I can't answer the call.

In addition to those settings, you might want to check your firmware on Dlink and make sure it's latest.

I'm at the point where I can make a call, yay. The weird thing now is the "ringing" is greatly delayed. If I make a call, I won't hear a ring until about the third ring. If I'm receiving a call, I won't hear a ring until about the third ring so it goes right to my cell.

You might want to check your PAP2T configuration against the below:

However, from what you are describing, it could be router issue- firmware not upgraded.
