The long and short of it,
No there is no Free Phoneline Application for the iPhone or any other phone currently, that's the short. Now for the two caveats.

Caveat #1) There are many cellphones out there that run full operating systems and even have Java Runtime Environments available. Though I have not gone through the debugging to make this work, it is theoretically possible to make the Java based soft-phone Freephoneline uses run using such a JRE.
Especially in the case of Linux based phones where one can employ the use of WINE.

This is a technically difficult/advanced setup.

Caveat#2) There are several "SIP Softphones" available on the iPhone as well as other cellular phone devices. (Check out FRing, which is on most platforms, Articulation for the Palm OS platform, do not confuse Palm OS with the new Palm Pre: Web OS, etc.)
Many of these programs have been referenced and documented, and in some cases even tested at various locations on this forum. My suggested search key would be "SIP phone" "SIP Softphone" or "iPhone" you'll also see a lot of references to Nokia N63 and up.

2.B) Using a SIP Phone is exactly like using an ATA, it requires the SIP settings file be activated for use, and essentially turns your hand held into an IP phone. This activation file requires a one time fee of $50.

Edit:

Additional caveat not previously mentioned.

We hear tell that Free Phoneline softphone is undergoing porting to C/C#/C++ or some such powerful programming language. As such it will be much easier at that time to port around to other Operating Systems / Embedded Devices etc.
