I'm using softphone version with just a modem and everything works just fine. However, when I try it with a router (Linksys wrt54GL) and a modem, it doesn't connect. The question is : do I need to have a public static IP in order to correctly open up the ports in router and make the softphone work?

You do not. The easiest thing to do, is find the local (LAN) IP address of your PC and forward the ports (13,000 - 13,001) to that IP from your router. The even easier solution would be to assign your computer a static IP within your router (if it's capable), usually this is simply done by checking a box, or assigning an actual IP address within the routers web interface (Typical network setup for linksys would be 192.168.1.1 for the web GUI).

See how your router is receiving it's IP? (Via DHCP)
That means your (not actually a) "Modem" is also acting as a router, While you may have the ports forwarded in the Linksys router, they're not forwarded from the modem.
Easiest way to avoid this is to switch the Router into PPPoE mode and have it control the connection to your ISP. (Requires the internet account name and login password.)
Essentially you have two subnets right now, and the first one doesn't have the smarts to pass the packets inward.

How do you know he's not using rogers? DHCP would be the only option then.
I see you're using WRT54GL. Why not flash it with DDWRT firmware. New Lynksys firmware and VOIP don't go together.
