Knowing 295.ca is your sister company it would be nice they could offer a minimum DSL service at a lower price for people who would like to go VoIP only but not use the internet.
Actually the lowest price 295.ca has is $26,95/month for 640Mbps up and down and 20GB of brandwith. Wich is the same for all other DSL providers for such service. Add the Dry loop fee of $8,95 that sums it up to $35,90 while a simple Bell phone line is about $30,00. So it's not really a deal.
Knowing that VoIP needs about just 100-200Kbps to work very well and does not use lots of brandwith (my guess a good caller would even be less than 1Gb a month) why not offer a very limited DSL service at very low price so someone could use it for VoIP. Altogether it could be between $15,00 and $20,00 a month. That would be the best telephone offer compared to all others.
That would be perfect for older people so they could switch from Bell to FPL. I know some old people that would go for it.

At present time we are limited to the Bell wholesale offerings as almost all DSL is run through their network. Unfortunately the lowest we can offer is the 640kbps package, and it's already at the best price it can be offered at as well.
I hear word through the grapevine that freephoneline may have some DSL changes underway - maybe keep your eyes posted for that
