Since my Hawkesbury number is still not portable after 13 months my girlfriend and I are trying to figure out what would be possible as a plan B.
We came across the fact we could just keep our Ottawa FPL number but that is impossible. But, if we did people in our actual rate center that are not with FPL would get the satanic (lol) message, "This call is not covered by your tarrif plan". I'm sure they would wonder what that means especially if it's the 1st time they call or we haven't, when possible, told them.
So why not change that message for something like, "Please dial 1 before dialing the the 10 digits number you are trying to reach. This is a long distance".
Probably you can only have one message and that wouldn't be suitable for numbers FPL can't reach anyway. But it's much easier for FPL users to figure out that the number they're trying to call to is not possible rather than for people outside FPL's network tring to call to a FPL number.

The issue is that the 'satanic error' you hear means that you cannot call that number at all (without a long distance plan). Since it is on the SIP level, it is all based on tariffs, and if the number you are dialing is not in those tariffs your call cannot be terminated.
Much like your sisters calls before the problem was fixed, her calls were essentially fizzling out before they had a chance to get anywhere.
Callers calling IN to your Ottawa number would get that message you described only from their provider not us, since the appropriate routing is in place for Ottawa it is just simply a long distance call for them.
