Choppiness just started today

I have checked my router, my Linksys PAP2, and nothing has changed. However, I've had numerous people today tell me they can only hear 2 out of every 4 words I speak to them (i.e. very choppy voice). I called my home from my cell and spoke with my son. They are right.

I've rebooted my Linksys PAP2 but it has not resolved it.

Any ideas?

have you checked your router? reboot it?
is anybody downloading anything on your home network? (check download clients)
does your ISP cap your bandwidth after you've downloaded so much data?

I have a nocap service with my provider, however I do have QOS setup on my router for my ATA box so it gets priority on bandwidth, otherwise when I download large files or something my calls can start experiencing hiccups.
