Does that mean that I can sign up for Fongo Home Phone for $4.95/month?
Also, how does this work? I'd like to test the service out first before I port my home number over, so if I register for service, do I have to say that I need a new phone number?

You do not have to outlay any money to check if the fongo service works for you. Just get a free account, and download the client. There is a client for the iphone, android and PC. Play with it until you are happy with what you are getting, and then pay for the extras.
