If I use the softphone on my computer when I am traveling anywhere in the world (e.g. US), is it true that it's free to call any city in the Free Calling City List?

You should still be able to call the same list of Canadian cities even if you are not in Canada. However, there have been reports that some foreign Internet providers do not peer to freephoneline. So there is a chance freephoneline will not work. But if it does, you can call away!

You should be fine in the USA, unless you're on a public or hotel internet connection that's being filtered and firewalled.
A lot of overseas destinations work fine too, just keep in mind a lot of overseas countries are also very strict when it comes to things like country-wide firewalls, VOIP blocking, etc. Depends where you're traveling to.
