There is dial tone, but the call could not get through. After dialed for 30 seconds, there is a repeating recorded message "The number you dialed xxx-xxx-xxxx has not received a response from the service provider" However, we are able to receive phone calls without problem. We have used FPL since the beginning of the year without major issue. We have not changed any setting. I am not sure where could possibly go wrong this time. Please help...

I do use the OBI100 and tried the method in your link. Unfortunately, it did not work...

if that is the case, I suggest to check your dial plan.
Perhaps you can try a factory reset and reconfiguration.
That error indicates that you have dialed an incomplete or wrong number or device is not registered properly.

Thanks for your prompt reply. I will definitely give it a try. What confuses me is that I have been using the very same dial plan for almost a year without issue. The problem was fixed after reset back to factory setting and reprogramming. Many thanks.
