Looping echo problem when making calls over seas

Hi everyone.

Recently when my in-laws make an overseas call, when the other person answers phone all we can here is a looping echo of "hello". This never stops and we are forced to end the call. I'm only hearing this third hand, so I'm not sure if the looping voice they hear is coming from our end, or the other end. I will confirm this with them tomorrow. When they first told me about this problem I figured I'd just give my ATA a reboot, and that fixed the problem the first time. The problem has returned several times, and now even when I reboot the ATA it doesn't fix the problem.

Any ideas on what can be causing the problem, and how I can fix it?

Myrouter is a DLINK DIR-860L, and I have a Sipura/SPA2000 ata.

The caller on the other end needs to change or adjust his handset. What is happening is that the other caller's handset microphone is able to pick up the conversation from the earpiece, thus causing the feedback. the other caller lowering his volume, or using headphones can minimize the problem.

I don't think that is the issue as it's not just one particular person that I have the problem with. When they call Vietnam, multiple numbers we have the same problem. When they purchase a calling card to call Vietnam, using the same home phone it works fine. Everything was working find up until a few weeks ago and the problem hasn't gone away.
