Busy signal no matter who I call.
I'm using a pap2t and no matter who I call, I get a busy signal. Incoming call works great. It is not a DND On problem. I followed the fongo guide for the setup of my pap2t.

Please check the telephone connected to PAP2T and ensure that dial mode is set as "tone" not "Pulse"

I wasn't able to check what you asked, I've checked all my settings on my telephone and I didn't find a way to set it to pulse, so my guess is that I don't have that option on my telephone.
On the other hand, I never had any problems with my pap2 or my telephone until a couple of weeks, when my number was ' unapprovionned' . My setup was working great and I didn't touch it. All I did was a factory reset of my ata following the guide on fongo forum, I also did the following that was not in the guide Handle via received (yes) and Handled via rport (yes) because I was having another problem, I wasn't able to hear incoming calls but they were hearing me. This fixed my problem but now I cannot call because of the busy signal.

I tried my phone at a friend house and it worked flawlessly. I also can tell you that my phone is set to Tone, not pulse. I found the option on my handheld and that option is not on my other phone ( which is not a handheld, I don't know how you call those phones, I'm french canadian.) Another thing I can tell you, the busy signal happen after I dial the first number and it was after the complete number if I can recall correctly. So right now, as soon as I press a number, I can hear the busy signal. We can still receive calls without any problems.
As I said before, I didn't change my setup... I had my ATA reset to factory default after my number was unapprovionned, so the problem is either freephoneline or my ATA,

I found a workaround for my problem from another post. In Quebec city, we have numbers like this : 418-123-4567 for a total of 10 numbers including regional code.
To have my phone work, I do need to press 1 before my number, which wasn't required before. So right now it's 1-418-123-4567 like a 1-800 number... I was wondering if there will be any cost associate to this procedure and if there is a way go back to 418-123-4567.

If the city you are calling is on the Free Calling Cities list, there is no charge: https://www.freephoneline.ca/cityListing
You can eliminate needing to dial 1 by making this small change to your dial plan:
(911|<:1>[2-9]xxxxxxxxxS0|1xxxxxxxxxxS0|011xxxxxxxxxxxx.|98*|[6 - 7]x*xxxxxxxxxxx.)
