Can Fongo be used to send/recieve messages using data plan?

Can Fongo be used to send/recieve messages using data plan?
The Fongo web site says you can call when outside a wifi zone using your data plan. Can Fongo be used to send/receive text messages while not in a wifi zone using your data plan? Likewise, can you receive calls while not in a wifi zone using your data plan? Does it eat up data to have Fongo 'listening' for incoming calls and messages?

I must be blind. On the 'how it works' section of the web site, it says:
"Fongo uses Voice-Over Internet Protocol (VoIP) to place and receive calls and send and receive messages using your existing data plan (3G/4G) or nearby WiFi connection and Fongo's nationwide network."

You got the main answer already, but to your question about data for listening for msgs/calls: yes, of course, but the Fongo app takes small sips of data for this step, so it's pretty negligible.
