Why are there 4 beeps when I turn on the phone?

I turn on the phone and it goes beep beep beep beep before the flat sound comes on. If I try to dial the number during the beeping it doesn't go through. Why are there the four beeps?

You probably have voicemail - dial *98

I have no voice mail (just checked *98 & when I logged in) but my phone still beeps when I try to make a call??

How do I get rid of it?

If it is not the message waiting tone, then please post some specifics about your setup, and how it is configured so that we might be able to trouble shoot this for you.

If you wait for the beeping to end, can you then make the outgoing call correctly? Do incoming calls work correctly?
