Whatsapp is a chat and VoIP service that runs on smartphones (it's a smartphone app) using an internet connection (either cellular data or wi-fi).

I don't understand your question. There's nothing stopping anyone from running Whatsapp on a smartphone and also running FPL on an ATA simultaneously.

If you're asking if you can activate Whatsapp using FPL, I don't know (I suspect Whatsapp blocks outbound verification calls to VoIP phone numbers). Freephoneline does not support texting.
SMS verification certainly won't work with FPL.

You can use Fongo Mobile to activate Whatsapp, provided you pay for an SMS/texting package in the Fongo Mobile app.
