I have just purchased the sip and setup the sip into the SPA112; however, I have trouble hear other side for all the incoming calls from Cell phone. There is no issue for all the incoming calls from voip phone.

Also, is the issue just with one specific phone number or cellular provider?
If so, it could be a carrier issue, in which case you should submit a ticket:

The following situations are working fine:
- outgoing call to voip phone; both parties can hear each other.
- outgoing call to landline; both parties can hear each other.
- incoming call from voip phone; both parties can hear each other.
The only situation is not working:
when the incoming call from cell phone, I have trouble hear other party.
Would you please let me know how I can fix this.

I would work your way through the steps in the link I posted. When you get to step 13, request a "forced registration."
