Q to support: xfer Bell number with i-net switch to dryloop

Hi,
Could FPL provide an estimate how much time does it take to transfer Bell Line to FPL ? Or would you be able to provide exact date for transfer with 2 weeks of lead time when it will be transferred once a new customer put the request?
The reason is that my friend wants to transfer his Bell phone line number to FPL and switch his DSL internet (non-Bell) to dry loop, but the Internet provider needs 2 weeks lead time for the wet-loop - to dry-loop switch . He'd like to synchronize dry-loop switch with the phone number switch to FPL, ideally within the same day (or adjacent days),
Would FPL be able to provide the phone number switch day 2 weeks ahead? (I went through this a while back, but i don't remember details anymore...)
Would you be able to comment or provide suggestions on how to accomplish this?
