I get a call from one number, sometimes 6 times a day. I installed a call manager app on my android device which picks up then hangs up, but this costs me airtime. My wireless carriers does not have per second billing, so its a minute wasted for each call. Anyhow, the telemarketer calls my FPL number which forwards my mobile phone. Is there any way to block this number from my FPL account?

Might sound counterproductive, but you may want to try answering the call, saying "not interested" politely and hanging up. You have a possibly better chance getting marked as "called" and staying on the "recall" list.
And file a complaint to the CRTC but we all know it's useless as the while do-not-call list is a spectacular failure.
