World Edition deleted account, pay again?

I want to purchase the World Edition but would like to know: If my account goes dormant/inactive and my account is deleted:

1) can I simply register again, create a new account and select a new phone number?
OR
2) do I need to pay for World Edition again?

You can register again.

The Fongo Mobile World app's license is tied to your app store account, and the app is a one-time purchase.
