For 3 mo I had no problems with incoming and outgoing calls.
But for the last 5 mo all incoming calls getting "Client is not available"
But call can be forwarded to the second line on the same SPA -2102
Second line is VOIP by Acanac.
Configuration: Modem ->SPA -2102 -> PC
Any help?

Are both SIP accounds using different ports, and are all the ports forwarded properly to the ATA?

The first line SIP is 5060, second is 5061
No port forwarding

Switch the second line to 5062, and check if first line is registering properly.
Also make sure G711u codec is available, as it's the only supported codec for receiving calls.

The first line is fully functional with VOIP by Acanac, the second by FPL is failing incoming calls, even when I have switched SIP number between Line 1 and 2

Looks like your ATA is mis-configured and is rejecting the call with a "486 Busy Here" error:
