My ATA should be arriving in the next day or two. The only thing about FPL that I'm not too enthused about is the whole E911 bit.
My city has an in-house 911 service that is pretty much second-to-none. The dispatchers are all local and have direct access to fire, EMS and PD. I'd like to be able to map 911 directly to the dispatchers and I happen to know the direct number and extension.
I would need to set it so that the number is dialed followed by a three or four second pause and then the extension. I believe the following string would dial the number but I don't know how to instruct a pause after the number followed by an extension. Any thoughts? (I'm using 5195551212 as the number in my example.)

If you dial 911, then a pause, then another number, they will simply hear the DTMF tones on the far-end and you'll confuse the poor dispatchers 
To set up speed dials in a Sipura (Linksys - SPA / PAP / RTx) device, it's <1:19020000000> where 1 is the number you press and the digits after the colon are the number you wish to dial. If I want to dial my cell phone lets say with the speed dial code '222' I would type: <222:151958xxxxx>.

Connects to 5195551212
4 sec pause
Sends DTMF 1234
The dispatchers on the other end would never hear any tones because they would only pick up after the extension is dialed. At no time does dialing 911 directly connect me to E911 or any other service. I'm just redirecting the call to my local dispatch. (Hope that makes sense.)
If this were a modem init string, it would basically call "atdt 5195551212,,1234" when 911 is dialed.

Please see this other topic on speed dial + combining delays / pauses in dialing; unfortunately I cannot give you direct instruction on how to bypass our own E911 service.
