Should the Local number (bell support line) be a LD call

The Bell support line 310-2355(Bell) and 310-7873 are not considered as local numbers by FPL. After checking the rate on FPL's website and talking to the rep from FPL, I was told this problem can't be solved. My area code is 613 and I want to know if it is possible for fix the problem. I believe it is the same issue for every city in Canada.

You'll want to call the local or 800 number for any 310 numbers.

310 numbers are based on geographical routing, and not all VoIP providers support this type of functionality.

I use 416-310-2355 when calling Bell. The 310 number doesn't work for me on FPL.
