can't receive or make call no voice

hi i can't do call (or receive) fro middle oct 2011
the test connection report is:
Results: Test completed successfully, no trouble found.
Sound data transfer: NONE

Possible reasons:
1. Advertisement service is temporary unavailable

how to resolve this or the service is out ??
