Please keep in mind I've not used dial strings since I bought my Polycom
If I understand you correctly, gw 1-4 are seperate voice providers and #9 was PSTN?
If you remove the dialing rules for PSTN, you'll have to then modify your dial plan to reflect the change rather than simply excluding it.
Also brackets represent the end of your dial string, so (*xx.|xx.)|<#1:>xx.<:@gw1>|<#2:>xx.<:@gw2>|<#3:>xx.<:@gw3>|<#4:>xx.<:@gw4>) would end after the first "xx.".
([*xx.|xx.]|<#1:>xx.<:@gw1>|<#2:>xx.<:@gw2>|<#3:>xx.<:@gw3>|<#4:>xx.<:@gw4>) might be a better fit if you're trying to seperate them, however there is no reason why you couldn't just use:
(xx.<:@gw0>|<#1:>xx.<:@gw1>|<#2:>xx.<:@gw2>|<#3:>xx.<:@gw3>|<#4:> xx.<:@gw4>)
