It is not clear to me whether I can use Dell Voice on WIFI when I travel (lets say in Mexico), if I can use the app to call a number IN Mexico while there. I have a Canadian number and would buy the world credits if I can. That allows me to make local calls for restaurants etc. while there.

I would not want to have to turn on 3G to do this and would want to rely on free Wi-Fi, use my Apple Airport Express to create my own where I have ethernet in the hotel etc.

Since it is VOIP, anywhere you start the app would be like starting it in your own house here in Canada; the only difference would be the data charges you'd be hammered with for roaming over 3G in Mexico - If you turn off data and just you wifi however, you should be fine.
