Can someone from, say, Europe set up an account and have their own Canadian phone number and thus be able to call anyone from Canada? (ie. free long distance for them to call Canadians)

They would be able to so long as they would have a valid canadian contact number. As this is not generally the case, I would suggest signing up an account for them, then sending them the account information.
