I know there was a thread somewhere about special numbers... just can't find it now.
The Community Care Access Center (CCAC) of Ontario have a general number to call which is 310-2222 but with Fongo it is not possible to call it. When tried the "#"$#"$# message, "Your account balance is insufficient to place that call to that destination".
Any way it can be arranged and when?

Dial 416-310-xxxx or whatever areacode your FPL # is.

CCAC also has local numbers for each regional office, e.g. 519 748 2222 for Waterloo region. It might be worth adding the ones you need to your Contacts.

I enquired about 310-style numbers before, and also cannot find the official response. However, it is important to know that 310 numbers are not TRADITIONAL P.O.T.S. (Plain Old Telephone System) numbers. How they generally work, in case you don't know, is that your INBOUND call to a 310 number is routed based on the NPA-NXX of the calling number (yours). This is how Pizza Hut, Dominos etc route their calls to their 310-numbers to the closest restaurant (or the closest call centre for metro areas). The manner in which 310-numbers work is that they are generally TOLL FREE within the entire area code they serve, and can, in most cases, be dialed as 7D calls as opposed to 10D calls. This also leads to some problems.
Specifically here in BC, you can call a 310-number as 310-xxxx or 604-310-xxx (or even 250-310-xxxx) -- BUT, dialing 778-310-xxxx yields an error message.
FPL (DV/Fongo) because it is a VOIP provider, has difficulty provisioning outgoing calling PROPERLY to a 310 number as it does not know how to route the call properly (I suppose this could be done, but it would require some rework at the tariff/network level....).
If you search thru the entire TARIFF table for Canada, you will see that only 416-310 and 647-310 are rated as FREE calls, all others are rated as $0.02 (and will fail, even if you have credit!). Very odd, but shows part of the problem.
I can go in to a more detailed explanation, if you wish. Perhaps renewing this thread will allow someone from FPL/Fongo/DV to reply in an official capacity to speak with more authority on the NPA-310-xxxx issue!

NPA-310 work-around

As I stated in a previous post here, 310-numbers are basically toll-free shortcut numbers that are routed to POTS 10D numbers by the telco that provides the 310 number. They are popular among take-out restaurants, telcos, and some other service providers (here in BC they are also used by lawyers and other professional services).
They route to a destination number based on the calling number's NPA-NXX to get better geographical response.
