I have my FPL set up to forward to my cell when unavailable which works great. My friend also has a FPL and is going away and asked me if he could forward his calls to my cell during his absence. When he logged into the control panel to do this your system said that my cell was already in use by another user and so he could not forward calls to my cell.
Is this a bug in the system or has it been put in place for a reason?

No, it is not a bug. It had been discussed a lot (but I don't have time to find the threads for you). I believe IIRC that the reason for this is to discourage people to harvest FPL free numbers, then forwarding to a single number thus giving the subscriber a free call center.
