I split this into a new topic for you because I felt it wasn't really related to the device configuration of the SPA-2102 - this is a more general configuration/system problem.
Let's start by gathering some more info:
Have you verified that your account is not set to forward to a number/invalid number instead of ringing you locally?
And the big question: has it worked in the past and just started happening?
