Dell Voice does not have a free client for the Nokia X7. Only for Android and the iPhone.
You would need to pay $50 for the SIP settings, and you would then have to find a SIP VOIP client for the X7. I have an older Nokia E71 that works with Dell Voice/Fongo SIP settings, so it should work.
