Blackberry - Error "The client has insufficient permissions

After download and reboot a Bold 9780 on Telus (6.0 Bundle 1965) gives the following message on launch:

"The client has insufficient permissions to run and will therefore shutdown"

All visible permissions (Personal Information and Connectivity) were selected to be enabled.

Any guidance would be appreciated.

Is your Blackberry on any sort of corporate BES server where a system admin would have limited what sort of apps can be installed or run on the device?
