If I activate follow me with my Cell phone number what happens in those situations.
I live in Ottawa someone is calling me from Montreal the call is forwarded to my cell - is it long distance or local call for me?

The number you will see on your cell phone is the number of the person who is calling you. Whether you're charged for that call will ultimately depend on what kind of incoming plan you have on your cell phone.

well as I know most of carrier in canada incoming call is not long distance charge
However I know Fido they do charge for long distance if that was a long distance numbers

Some providers may also charge you long distance if you are recieveing calls outside of your normal calling area.

Latest competitors such as WIND which offer limited HOME areas, frequently roam onto AWAY service even within your home footprint -- so be very careful of phone settings, check status before placing/answering calls or initiating data. WARNING: phone may switch modes in MIDDLE (during) your session!! Watch these charges, and they will be refunded if you complain!!

Further note about LCA (Local Calling Areas) and Home Networks (Your provider). If you call your provider when you get your phone and have them walk you through disabling features such as roaming/alternative network access you can often dispute the charges if they occur.
Also, remember that your smart phone keeps a GPS log of your wareabouts, so if you were really stuborn, and knew where you were when an illigitimate charge came for being outside your LCA. (This can happen if there is a lot of obstruction between you and the nearest tower, such as skyscrapers/tall buildings. And frequently near open-bodies of water where a distant signal may reach you unhindered by the surrounding environment.)
Isn't technology great? Also, thanks to the freeing up of wireless spectrum from analog televions channels there are some new technologies just around the corner which may promise to improve the mobile/cellular landscape greatly. For a sneak-peak look up "super wifi".
