Voice Mail = Answering Machine?

From what I've read for the last 6 hours or so... The Voice Mail is just another way of using an
Answering Machine? But the greeting is setup around here somewhere?

Because if there is no real and effective way for taking messages with a personnel greeting,
there is no way I can use FPL.

You are correct in that voicemail = answering machine. Answering machine is more of a legacy term from the days when we'd actually have to use a machine on our phone line to "answer" and take a message if we did not.
